SCS SB 587 -- DNA PROFILING ANALYSIS FUND SPONSOR: Bartle (Pratt) COMMITTEE ACTION: Voted "do pass" by the Committee on Judiciary by a vote of 9 to 0. This substitute authorizes a surcharge of $30 on any individual who is found guilty or pleads guilty to a felony and a $60 surcharge for a person convicted of a class A, class B, or unclassified felony under Chapter 195, RSMo. The surcharges will be deposited into the DNA Profiling Analysis Fund unless the state's general revenue does not increase by 2% or more during the year. The surcharges will then be deposited into the state's General Revenue Fund. The substitute also extends the expiration date for the surcharge provisions from August 28, 2006, to August 28, 2013. FISCAL NOTE: Estimated Income of $0 to More than $576,922 in FY 2007, $0 to More than $702,124 in FY 2008, and $0 to More than $702,124 in FY 2009. No impact on Other State Funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill saves lives and is a powerful tool for law enforcement in solving cold case files ranging from assault and battery to rapes and homicides. Its use by law enforcement has been one of the most effective crime fighting tools in years. In 2006, the DNA program has already provided 149 hits on DNA from unsolved crimes.
